You can type any of these fonts with any 'Unicode-aware' keyboard program.

Go to Control Panel → Region and Language → 'Formats' tab → 'Tibetan PRC' button
Then go to Language Bar on Task Bar. You will see the Tibetan keyboard marked as 'BO Tibetan (PRC)' among keyboards on your language bar. Select Tibetan keyboard and type Tibetan. - Monlam Keyboard:
